Dumb question: how would O'Dwyer knowing Harry's identity beforehand change anything? Especially since he didn't take advantage of (supposedly) Imperioing Harry to do anything other than (try to) make him forget what had happened. And even then an Obliviate might've been a better option.

A bit cultish, but basically the guy is actually selling snake oil that works. Look at the changes in Dudley. It's morally wrong, but it is effective.
